Make some media_perftests TEST_P, remove/replace useless cases.

Understanding performance regressions:
  http://g.co/ChromePerformanceRegressions
It's showing a regression in media_perftests / vector_math_fmac / optimized_aligned
, but that is here: https://cs.chromium.org/chromium/src/media/base/vector_math_perftest.cc?q=vector_math_fmac&sq=package:chromium&l=100 and that file wasn't changed by your changelist.

Yeah, seems this is just a return to an old baseline - probably again due to binary reordering.
