Chromebook external monitor leaving mirror mode after going to sleep

Issue description

Google Chrome	65.0.3325.9 (Official Build) dev (64-bit)
Firmware Version	Google_Lulu.6300.136.57

Steps to repro: 

# Attached Chromebook to monitor using HDMI cable (I am using a HP Z24i)
# Went to Settings > Displays, checked box for "Mirror Internal Display"
# Observe alert that you are Mirroring to HP Z24i 
# Close lid or put Chromebook to sleep
# Open lid or wake up
Expected: Mirror mode resumes 
Actual: Extended display resumes, alert received that you are exiting Mirroring mode

 
Components: -Blink>PresentationAPI UI>Shell>ExtendedDesktop
This isn't related to casting features, if I understand the steps correctly, but ChromeOS display management.   Making a best guess at reassignment.

I cannot repro this in M67 ToT.
