[CFM devices] Microphone volume is very low to the other end user when using 3.5mm headset

Issue description

Chrome Version: 65.0.3325.35 / 10323.9.0 Zako
OS: ChromeOS

[Not reproducible in Tricky - Chromebit)

What steps will reproduce the problem?
0. Browse to https://webrtc.github.io/samples/src/content/peerconnection/pc1/
1. Open the javascript console (alt+cmd+j or ctr+shift+j) and watch for any errors
2. Press Start
3. Press Call
4. Verify that you see the same video in the local preview (left pane) and remote video (right pane)
5. Verify that you don't see any errors in the javascript console


What is the expected result?
Audio and video is clear and audible. 

What happens instead?
Voice is heard very low. Not audible to the other end user in case of an apprtc call. Most of the audio related tests are failed due to this issue. This is specific to Zako and 3.5mm jack only. Not reproducible in Tricky device.  

This issue is observed in apprtc peer to peer call, few other sample test pages and TestRTC page. 

When using a USB headset then audio is quite good. Note: USB headset has its own built in sound card. It is the normal behavior. Tested in few other 3.5mm headsets. All of them have this issue.

The audio in the recorded input file is very low volume, which is what we get from the OS. Seems to be an issue in Cras then.

It is not reproducible in M64 and M63.

This issue is reproducible in Guado M66 66.0.3359.46 /10452.19.0 

Seems like CFM specific issue. 

When using a USB headset audio is much better [Headset has its own audio driver inside]. if using 3.5 jack audio is very low to the other end user. 
Has the mic input level changed in ChromeOS for the built in sound card?

Thanks Chris! I have found out the reason regarding this issue. 

In the audio settings by default chooses the mic from camera. Thus in that case voice is very low to the other user. If I change the mic settings to the headset it is working as expected. 

Thus I will close the ticket now. Thanks!

Verified this in Zako and Guado in 66.0.3359.46 /10452.19.0
