Hovering near New tab button produces tooltip

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36 Steps to reproduce the problem: 1. Open a window in Chrome 2. Hover mouse outside of the bottom left or top right of the New Tab Button What is the expected behavior? No tooltip should appear What went wrong? The tooltip appears anytime you hover within the limits of the new tab button, including when you are not touching the button. Did this work before? N/A Chrome version: 64.0.3282.119 Channel: stable OS Version: OS X 10.13.0 Flash Version: It seems that the "hitbox" of the button is rectangular rather than a parallelogram, like the button itself is.

This one is kind of tricky. Here's a starting point: https://developer.apple.com/documentation/appkit/nsview/1483229-addtooltiprect?language=objc but my initial read is we won't be able to make the tooltip hover area overlap the hit test area exactly.
