Regression : Password key icon stays in omnibox after clicking on 'Never' option of password bubble and refreshing the page

Issue descriptionChrome Version: 66.0.3336.0 (Official Build) Revision f9c9c93a13722b535707412b677f2cfb187fd17c-refs/heads/master@{#533409} (32/64-bit) OS: Windows (7,8,8.1,10), Mac(10.12.6, 10.13.1), Linux(14.04 LTS) What steps will reproduce the problem? (1) Launch chrome, navigate to www.gmail.com (2) Sign In to gmail with valid credentials and observe save password bubble appears. (3) Click Never option in password bubble and refresh the page and observe the password key icon. Actual Result: The password key icon stays in omnibox after refreshing the page. Expected Result: The password key icon should not stay in omnibox after refreshing the page. This is regression issue broken in ‘M-66’ and providing the bisect using per-revision bisect Good build: 66.0.3334.0(Revision: 532208) Bad build: 66.0.3335.0(Revision: 533164) You are probably looking for a change made after 533003(known good), but no later than 533004(first known bad). It's a manual fallback for saving. It stays for 90 seconds and survives the navigation. The key problem here is that the automatic bubble didn't show up. It's tracked in https://crbug.com/807609 .

To understand better, when we refresh the page in Step 3, we should be firing FireProbablyFormSubmitted, right?

Don't worry about this bug. Everything works correctly here except that the bubble didn't pop up.
