What steps will reproduce the problem?
(1) Launch chrome, navigate to www.gmail.com
(2) Sign In to gmail with valid credentials and observe save password bubble appears. 
(3) Click Never option in password bubble and refresh the page and observe the password key icon.
  
Actual Result: The password key icon stays in omnibox after refreshing the page.
Expected Result: The password key icon should not stay in omnibox after refreshing the page.

This is regression issue broken in ‘M-66’ and providing the bisect using per-revision bisect
Good build: 66.0.3334.0(Revision: 532208)
Bad build: 66.0.3335.0(Revision: 533164)

You are probably looking for a change made after 533003(known good), but no later than 533004(first known bad).
