Default focus does not appear on 'Extension root directory' field on chrome://extensions

Chrome Version: 64.0.3282.140 Revision a06bc1d5e8e285c70078802de990c1719ccc75e8-refs/branch-heads/3282@{#631}(32/64 bit)
OS: Mac(10.12.6, 10.13.3 , 10.13.1),Windows(7,8,8.1,10) and Linux(14.04 LTS).

Pre-condition: Enabled 'Enable Material Design extensions' flag from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://extensions page. 
(2) Click on 'Developer mode' radio icon > Click on Pack Extension option to open overlay and observe.

Actual: Default focus does not appear on 'Extension root directory' field.
Expected: Default focus should appear on 'Extension root directory' field.

This is a non-regression issue, seen from M-60 build #60.0.3072.0.

1.Issue is also seen on M-64 Beta(build #64.0.3282.119),M-65 Dev(build #65.0.3325.31) and canary M-66(build #66.0.3336.0)

We focus the title (invisibly) to allow it to be read for Accessibility.
