Issue descriptionChrome Version: 64.0.3282.140 (Official Build)Revision a06bc1d5e8e285c70078802de990c1719ccc75e8-refs/branch-heads/3282@{#631} 32/64-bit. OS: Windows(7,8,8.1,10),Mac(10.12.6, 10.13.1, 10.13.3), Linux(14.04 LTS). What steps will reproduce the problem? 1. Launch Chrome and navigate to www.facebook.com 2. Enter any invalid email address in Email text-box and press 'Enter' key. 3. Restore down the browser and resize it from bottom to top in such a way that email address text-box is seen (refer video) 4. Now double click on email address text-box to open suggestion list and observe. Suggestion list is not seen on clicking email address text-box. Suggestion list should seen on clicking email address text-box. This is a regression issue, broken in M-61 series, below is manual regression range. Good build: 61.0.3151.0 (Revision: 484782) Bad build: 61.0.3152.0 (Revision: 485105) Using the per-revision bisect providing the bisect results: You are probably looking for a change made after 484924 (known good), but no later than 484925 (first known bad). CHANGELOG URL: The script might not always return single CL as suspect as some perf builds might get missing due to failure. https://chromium.googlesource.com/chromium/src/+log/4184c40a509a3634d34992c2d93d056cebf7e695..a29d2a463f0a9ea795f380cd1d85f1ba16256077 Suspecting: https://chromium.googlesource.com/chromium/src/+/a29d2a463f0a9ea795f380cd1d85f1ba16256077 @mathp: Could you please look into the issue, pardon me if it has nothing to do with your changes and if possible please assign it to concern owner. Note Above issue is also seen on Beta build #64.0.3282.119, Dev build #65.0.3325.31 and Canary build #66.0.3336.0 Kindly review the attached screen-cast for reference. Thank you.

This bug is about UI for showing popups on input elements so it's related to both Autofill and Passwords (actually the reported case is for Autofill not for Password Manager). Adding Autofill component back, lowering priority and deassigning myself (I don't have time now). My feeling that the mentioned CL https://chromium.googlesource.com/chromium/src/+/a29d2a463f0a9ea795f380cd1d85f1ba16256077 looks very suspicious
