Search Tool tip is not displayed at the first instance for the matched keyword.

Issue description

Chrome version : 64.0.3282.140 (Official Build) a06bc1d5e8e285c70078802de990c1719ccc75e8-refs/branch-heads/3282@{#631} 64 bit
OS : Mac(10.12.6, 10.13.1, 10.13.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings page and type ‘gh’ in search box on the page.
2. Clear the search box and again type ‘gh’ in it.
3. Observe the tooltip.

Actual Result : Search Tool tip is not displayed at the first instance for the matched keyword.

Expected Result : Search Tool tip should be seen at every instance for the matched keyword.

This is a non-regression issue seen from M-60 series builds #60.0.3072.0. 

Note : 
1. This is Mac OS specific issue.
2. Search Tooltip for matched keyword is displayed at every instance in Windows(7,8,8.1,10) & Linux(14.04 LTS) OS.
3. Issue is also observed on Canary #66.0.3336.0, Dev #65.0.3325.33 build.

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

So, did some investigation and found out the problem. The search is triggered before the list of fonts within the "Customize fonts" subpage has been populated.

By the time the font list is populated search has already finished, and therefore does not find the result and the search bubble is missing.

I can't think of an easy way to fix this, some experimentation is needed. Also there does to seem to be anything Mac specific about this bug, maybe it just happens to be more often on Mac (font list take longer to fetch?).

Marking as P3, since I don't think searching for a font name is a very frequent case.
