OS:Windows(7,8,8.1,10),Mac(10.12.6,10.13.3,10.13.1) and Linux(14.04 LTS).

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://www.youtube.com/
(2)Right click on tab and duplicate tab twice,right click on tab > Mute site 
(3)Now play any video on all three tab such that 'sound muted.. bubble appears.
(4)Kill the page manually via chrome://kill, click on 'sound muted.. bubble icon and observe the options Always allow/continue muting sound(radio button) in all three tabs.

Actual: Always allow/continue muting sound options remains disabled only in tab which is manually kill.

Expected: Always allow/continue muting sound options behavior should remain same for all three tabs(i.e In either disable/enable state)

This is a regression issue broken in 'M64' and below is the manual bisect info
Good Build: 64.0.3247.0 (Revision:510692)
Bad Build:  64.0.3248.0 (Revision:510988)

You are probably looking for a change made after 510939 (known good), but no later than 510940 (first known bad).
