plt: ignore virtual ethernet interfaces

Issue description

PLT should not abort when a virtual ethernet interface is found, such as veth_android.

plt: ignore virtual ethernet interfaces

Recently, a couple of PLT runs have been lost due to PLT
perceing veth_android to be a real ethernet interface.
This changes the condition to checking if the interface name starts with eth
to differentiate between 'real' wired connections like eth0 and virtual
ones like veth_android.

BUG= chromium:807940 
TEST=manual,
run PLT with veth_android up, and no complaints
