Ability to show download bar on all open windows

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36 Steps to reproduce the problem: Hey guys, Especially for heavy users with a lot of open windows it would be very nice to see this useful downloads progress bar on all windows and not just the one where you started the download. What is the expected behavior? What went wrong? Otherwise you have to find the specific window in the myriad of windows to check how far the download has progressed. Attaching screenshots of the windows chaos I am facing. :-D Did this work before? N/A Chrome version: 64.0.3282.119 Channel: stable OS Version: Fedora 27 Flash Version: Shockwave Flash 28.0 r0

You can also go to chrome://downloads to see all of the things that you've downloaded. +aboss@ for some discussion around showing this for all tabs.

@dtrainor true but that still requires opening this tab in every window where I want to track the download progress. Cross-window displaying of the download progress would be a huge gain!
