Default Focus in search field of Bookmark page is vanished after switching between tabs.

Chrome Version: 64.0.3282.140 Revision	a06bc1d5e8e285c70078802de990c1719ccc75e8-refs/branch-heads/3282@{#631}(32/64 bit)
OS:Mac(10.12.6, 10.13.3 , 10.13.1),Windows(7,8,8.1,10) and Linux(14.04 LTS).

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://bookmarks/  page.
(2) Open NTP and then come back on chrome://bookmarks/ page.
(3) Observe Default Focus on search field.

Actual: Default Focus in search field is vanished after switching between tabs. 

Expected: Default Focus in search field should not vanished after switching between tabs. 

This is a non-regression issue, seen from M-60 build #60.0.3072.0.
  
NOTE:   
1.Issue is also seen on M-64 Beta (build # 64.0.3282.119),M-65 Dev(build #65.0.3325.31) and canary M-66(build #66.3336.0)
