Missing row after hiding filters in Network table

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36 Steps to reproduce the problem: 1. Record more than a screenful of activity in the Network panel. 2. Show the filter bar. 3. Position a table row so that it just barely extends past the bottom of the viewport. 4. Hide the filter bar. What is the expected behavior? The following row is partially revealed. What went wrong? There is blank space below the former bottommost row. Scrolling reveals the missing row. Did this work before?
