Display flex on body remove the background

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. give your <body> a background color
2. set the display to flex on <body>
3. background should now be white no matter what

What is the expected behavior?
background should have change color

What went wrong?
background color keep white when using flexbox display: flex on body

Did this work before? N/A 

Does this work in other browsers? Yes

Can you please attach a .html test case.

From my testing, Chrome/Edge/Firefox/Safari appear to be consistent with each other.

1. Browse to http://www.gissen.nl/background/background.html

It shows a white background. I expect a yellow background.

2. Click the input field. The background becomes red.

I could reproduce this in 64.0.3282.140 (Officiƫle build) (32-bits) on Windows.

Thanks for the test case. Test results:

Linux Stable 64.0.3282.140: can reproduce
Linux ToT 66.0.3344.0 @ r535446: can't reproduce

Mac Stable 63.0.3239.132: can reproduce
Mac Canary 66.0.3340.0: can't reproduce

Seems to be an already fixed bug.
Also note that this issue occurs only when the stylesheet is a remote one added with <link>.

Checked the issue on reported chrome version 63.0.3239.132 and on the latest canary 66.0.3344.0 using Mac 10.13.1 and Ubuntu 14.04 with the below mentioned steps.
1. Launched chrome
2. Navigated to http://www.gissen.nl/background/background.html link provided in comment#4
We are able to see yellow background after navigating to the URL.
Attaching the screenshots of 63.0.3239.132 in Mac OS, 64.0.3282.140 in Mac and Ubuntu for reference.

@Inhouse: As we are Unable to reproduce the issue from ET end requesting someone from TE-Hyd team to have a look into this for further triaging. Adding label TE-NeedsTriageFromHYD.

Able to reproduce on Windows-10, Ubuntu 14.04 and Mac OS 10.13 using chrome stable M64-64.0.3282.167.

You are probably looking for a change made after 521239 (known good), but no later than 521240 (first known bad).
