Default text caret is not seen in omnibox on opening second NTP.

Issue description

Chrome version : 64.0.3282.140 (Official Build) a06bc1d5e8e285c70078802de990c1719ccc75e8-refs/branch-heads/3282@{#631} 64 bit
OS : Mac (10.12.6, 10.13.1, 10.13.3)

What steps will reproduce the problem?
1. Launch chrome, open NTP and click inside ‘Search box’ on NTP.
2. Hit ‘Ctrl + T’ to open a another NTP and observe the omnibox.

Actual Result : Default text caret is not seen in omnibox on opening second NTP.
(Note : Still user can type query in omnibox even when default text caret is not seen)

Expected Result : Default text caret should be seen in omnibox whenever opening a NTP.

This is a non-regression issue seen from M-60 series builds #60.0.3072.0. 

Note : 
1. This is Mac OS specific issue.
2. In Windows(7,8,8.1,10) & Linux(14.04 LTS) OS, default text caret is always seen in omnibox for every NTP.
3. Issue is also observed on Canary #66.0.3336.0, Dev #65.0.3325.33 build.
