The location of words found with the CTRL+F search dialog are sometimes hard to spot

Issue description

Chrome Version       : Version 63.0.3239.132 (Official Build) Built on Ubuntu, running on Ubuntu 17.10 (64-bit)

What steps will reproduce the problem?
(1) Click CTRL+F to open the search dialog
(2) Write some word
(3) Observe how hard it is to detect where the word is found


What is the expected result?

When searching for a word on a webpage, I use CTRL+F to open the search dialog. When the word is found, it should be very easy to see where on the webpage the word is located. It should be clearly marked, preferably with a big border around it or something similar.


What happens instead?

Sometimes, I cannot actually see where the found word is located. The highlighting is too subtle.

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #63.0.3239.132, latest stable #64.0.3282.140 and latest canary #66.0.3339.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
