Regression:Sound icon doesn't appear after selecting 'mute site' option from context menu of tab.

Chrome Version: 66.0.3336.0 (Official Build)Revision f9c9c93a13722b535707412b677f2cfb187fd17c-refs/heads/master@{#533409} (32/64 Bit)
OS:Windows(7,8,8.1,10),Mac(10.12.6,10.13.3,10.13.1) and Linux(14.04 LTS).

What steps will reproduce the problem?
(1)Launch chrome and open NTP or any webpage.
(2)Right click > Mute site from context menu and observe

Actual: Sound icon doesn't appear after selecting 'mute site' option from context menuu.

Expected: Sound icon should appear after selecting 'mute site' option from context menu.

This is a regression issue broken in 'M66' and below is the manual bisect info

You are probably looking for a change made after 532651 (known good), but no later than 532652 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
