Non-Regression : Unable to powerwash device from 'Sync settings' screen of First user

Issue description

Chrome Version: 65.0.3235.35/10323.11.0 dev channel Reks,Kip and daisy
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> For Fiest User i.e. in Sign -in screen enter valid Email Id and Password ->  'Sync  settings' screen is seen
(2)In  'Sync  settings' screen -> Press 'Ctrl+Alt+shift+r' for Powerwash screen and now click on 'Powerwash' button in 'Reset this Chrome device' screen -> 'Confirm Powerwash' overlay is seen -> click on 'Continue' button
(3)Observe Powerwash is not happening and instead again 'Reset this Chrome device' screen is seen

Note: In second User Sign-in Screen enter valid Email Id and Password ->  'Sync  settings' screen is seen -> Press 'Ctrl+Alt+shift+r' for Powerwash screen -> Observe 'Reset this Chrome device' screen is seen and click on 'restart' button -> After device gets restarted again 'Reset this Chrome device' screen is seen  with 'Powerwash' button and click on it -> 'Confirm Powerwash' overlay is seen -> click on 'Continue' button -> Observe Powerwash is happening

Expected: Device should get Powerwash on clicking 'Continue' button in 'Confirm Powerwash' overlay
Actual: Instead again 'Reset this Chrome device' screen is seen

This is Non-regression Issue as 'Sync settings' screen is seen from 65.0.3311.0

@wzang : Please confirm the issue.

Note: Issue is seen on Latest M-65 dev-branch build i.e. on 65.0.3325.26/10323.10.0 Reks device
