OS: Mac(10.9.5)

Steps to reproduce: 
1. Launch chrome and open NTP.
2. Press Tab key until focus reaches to chrome://apps icon and observe. 

Actual Result:Weird focus is seen on chrome://apps icon on pressing tab key.
Expected Result:No such focus should be seen on chrome://apps icon on pressing tab key.

This is a non-regression issue, seen from M-60 build #60.0.3072.0. 

NOTE: 
1.Issue is also seen on M-64 Stable/Beta (build # 64.0.3282.119) and canary M-66(build #66.3335.0)
2.Issue is not seen on other Mac(10.12.6, 10.13.3 , 10.13.1),Windows(7,8,8.1,10) and Linux(14.04 LTS) OS.
