What steps will reproduce the problem?
1. Launch chrome,bookmark any web page and navigate to chrome://bookmarks/
2. Now drag bookmarked page over 'Organise' iron icon and observe
 
Actual: Unnecessarily 'Organise' tool tip is seen when bookmarked page is dragged over 'Organise' iron icon
Expected: Unnecessarily 'Organise' tool tip should not be seen when bookmarked page is dragged over 'Organise' iron icon

This is regression issue, broken in ‘M 62’ and below is the bisect info :
Good build: 62.0.3165.0  (Revision: 488877).
Bad build: 62.0.3166.0 (Revision: 489161).

You are probably looking for a change made after 488911 (known good), but no later than 488912 (first known bad).
