Regression:Middle mouse click doesn't work on 'learn more' link of Ask google for suggestions overlay.

Issue descriptionChrome Version:66.0.3335.0 (Official Build)Revision 94092b8f650d5552ed3595eb2b3a0a96488524e7-refs/heads/master@{#533164} (32/64-bit) OS: Windows(7,8,8.1,10),Mac(10.12.6,10.13.3,10.13.1), and Linux(14.04 LTS). What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://settings/ (2)Right click on search field > spellcheck > Ask google for suggestions (3)Middle mouse click(wheel) on learn more link and observe Actual: Middle mouse click doesn't work on learn more link Expected: Middle mouse click should work on learn more link and page should open. This is a regression issue broken in 'M66' and below is the manual bisect info Good Build: 66.0.3331.0 (Revision:531795) Bad Build: 66.0.3332.0 (Revision:531900)

Learn More is no longer a link (per the Harmony design specs), it's a normal button and should operate as a normal button, right? None of the (?) buttons on other responds to middle button.
