The Creation of New Users

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36

Steps to reproduce the problem:
1. set BrowserAddPersonEnabled to 0 (eg. via MacOS plist)
2. Go to the menu bar and hit people
3. Click add person


What is the expected behavior?
When "BrowserAddPersonEnabled" is 0, adding persons should not work

What went wrong?
Chrome can still add people

Did this work before? No 

Chrome version: 64.0.3282.119  Channel: stable
OS Version: OS X 10.13.3
