ChromeOS feature request: Open Startup page when Chrome is re-opened

Issue description

Summary: Customer wants to have a feature wherein the in the Chrome browser will always goes to the startup page every time it opens.

## Use case ##
We are a public library and use Chrome machines to run our catalog so patrons can search for titles at our library. Currently, the Chrome is set-up to only allow one URL (our catalog) and is set up to open to that page upon re-start. However some patrons close the browser when they are done searching for the title and when the next patron opens Chrome, it does not re-direct to the set start-up page. All I want is for Chrome to open (re-direct) to the startup page upon re-opening. Chrome reopens to a saved page on a PC -- why not on Chromebases?
Alternate solution would be to disallow closing of Chrome on the machine -- but I believe forced re-direction is a better option

## Motivation ##
Many of our patrons are older/less computer savvy than average Chrome user. They are stumped when they open Chrome and see the "blocked by administrator" message. Staff at the reference desk get multiple inquiries each day regarding the "blocked by administrator" message. Since Chrome reopens to saved pages on PCs and Macs, why not on Chromebases?
