[Site Muting] youtube ad plays sound when site is muted

1. Run chrome locally at tip of tree
2. Navigate to youtube.com. Mute site.
3. Navigate to video without logging in (no youtube red) until an ad plays.
4. Observe ad plays with sound even though youtube.com is muted.

Does a muted or unmuted icon show up on the tab?
