Steps to reproduce the problem:
1. Kiosk mode & APP work up via enrollment & provisioning
2. Chrome OS version up to R62 (Now already to R63)
3. Seen APP resolution is wrong

What is the expected behavior?
Android APP resolution not scaling to full screen

What went wrong?
We're used AOPEN Chromebox mini & Chromebase mini and both devices working to Kiosk mode, we found the scaling failed problem after update OS to R62.
Before we used R59 & R60 no this issue.

Our customers also reported the same issue up to R63 recently and asking solution.

We seen other user reported the same issue but no fix comment.
