Only one-quarter of Web page is visible

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3336.0 Safari/537.36

Example URL:
Any, even https://chromiumbugs.appspot.com

Steps to reproduce the problem:
1. Open browser, or go to Web site. The problem may have already happened, but if not...
2. Open another tab and browse another Web site
3. Return to previous tab and only one-quarter of Web page (top-left) is visible. The remaining contents are clipped
4. Maximize Chromium browser
5. See that prior one-quarter page view is now normal

What is the expected behavior?
Continue to see the entire content, not just the upper-left, throughout browsing

What went wrong?
Suddenly only the upper-left portion of the Web page is visible. This seems to be fixed by maximizing the window. Refreshing does not help.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 66.0.3336.0  Channel: n/a
OS Version: OS X 10.13.3
Flash Version: 

At least it can be temporarily fixed by quickly changing the window size
