A horizontal scroll bar incorrectly appears for some sites

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36

Example URL:
https://www.cnet.com/news/

Steps to reproduce the problem:
Windows 10, 175% system scaling (I think this is the root cause of the problem) Chrome scaling is 100%, when I go to https://www.cnet.com/news/ there is a scroll bar at the bottom of the page, but there shouldn't be. When I increase page zoom to 110%, the scroll bar disappears.

What is the expected behavior?

What went wrong?
Edge and Firefox do not have this issue, please see attached screenshots

Unable to reproduce the issue on Win-10 using chrome reported version #64.0.3282.119 and latest canary #66.0.3335.5.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Set Win-10 scaling to 175%
2. Navigated to url: https://www.cnet.com/news/ and at 100% zoom did not observe any horizontal scrollbar.
3. When zoom is increased to 110%, a horizontal scrollbar is observed at the bottom of the page.

billdillensrevenge@ - Could you please check the issue on latest canary #66.0.3335.5 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
Also please check the screen cast and please let us know if anything missed from our side.

Also unable to repro. It's possible the site fixed the issue. billdillensrevenge@, you can also try clearing flags in chrome://flags and use a fresh profile as mentioned above. 
Here's some more information. I have no extensions, I reset all flags, and the issue remains when I try it in an incognito window too. The device is a Surface Laptop, the displays resolution is 2256 x 1504, but at 175% system scaling its effective resolution is 1290 x 860 (I went to this site to get that number https://www.whatismyscreenresolution.com) . I cleared history and went to the site again and the issue remains. I think the 175% system scaling is part of the problem, similar to  bug 777095

Yes, it's most likely the same, or a related issue.  Without a repro, though, it's impossible to know for certain.
Is there any way I can further help?

A very easy way to reproduce this issue: set Windows 10 system scaling to 175%, go to https://www.cnet.com/news/ (leave Chrome's page zoom at 100%) make sure the Chrome window is not maximized and slowly resize the width of the window, observe the scrollbar at the bottom appearing and disappearing as you do. I've attached a screenshot of what this looks like

I can't reproduce this in Linux, but then again, Linux has no such thing as system scale, so I tested with Chrome scale at 175%, which the instructions here in the bug report kind of seem to indicate is not the same thing.
do you have access to a Windows 10 machine?
Only a VirtualBox with no development environment and really low resolution.

Able to reproduce this issue on Win-10 and Ubuntu 17.10 using chrome latest stable #65.0.3325.146 and latest canary #67.0.3365.0. Issue is not seen in OS-Mac.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

I'm pretty sure I narrowed down the problem: when I disable the "zoom for device scale factor" flag, I no longer see the horizontal scrollbar on https://www.cnet.com/news/ 

(search "Use Blink's zoom for device scale factor" in flags)

Can someone please look into this as it should be easier to track down the issue now? :)
I'm now seeing this issue on Google Images in the past week. I only see the horizontal scroll bar at 100% page zoom, when I go to 110%, 125% or anything lower than 100%, there's no horizontal scroll bar. Also, Firefox and Edge don't have this issue, so it has to be Chrome. Same laptop as I was using in the original post. v70.0.3538.77

Oh and for Google Images, when I disable 'zoom for DSF', I don't see the horizontal scroll bar at 100% page zoom, but I DO see it at 80% page zoom. Kinda strange
I can reproduce this in Linux - 72.0.3602.2 (Official Build) dev (64-bit) - both with legacy layout and LayoutNG.
@ comment 21, can you repro on both Cnet News and Google Images as well?
Only when I google for cats. I don't see any horizontal scrollbar at Cnet News.
I guess that means they are different but very similar bugs
