Keyboard Settings page is opened in Settings window with no back button |

Issue description
This is only noticiable when opening Settings in a window (i.e. from the system tray).
1. Settings window > Languages and input > Input method
2. Click on external link icon for a keyboard
Observe: External WebUI (which is an extension page) appears in Settings frame with no 'back' button. There is no way to navigate back to the Settings page. ('back' button or alt-left do not work either).

These correctly open in a tab. Not ideal, but not a bug per-se. |
