This issue is used to track the accessibility tweak that we may need to make for splitscreen mode.
In splitscreen, it may contradict with existing requirement for accessibility. For example, currently an active ARC App window with spoken feedback enabled always has a black backdrop, which should not be the case for splitscreen.
