Current rotations tool lists sheriffs in each day but doesn't have any information about timezones. 

In Findit's case, when Findit auto-reverts a CL, it wants to find the current sheriffs and cc them to let them know. But since Findit cannot find information about each sheriff's timezone, it has to choose PST today which may make it find sheriffs in another rotation because of the time difference.

To make sure we can find the sheriffs in a given time correctly, we need to know sheriffs' timezone info.
