Can't click on tabs onthe very top of browser.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10323.9.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.35 Safari/537.36
Platform: 10323.9.0 (Official Build) dev-channel edgar

Steps to reproduce the problem:
1. Open Chrome
2. Put cursor at very top of screen
3. Try to switch tabs or close out of browser

What is the expected behavior?
To be able to click things.

What went wrong?
Usually, when switching tabs, minimizing chrome, or closing out of chrome, I automatically move my cursor all the way to the top of the screen, I used to be able to click things but after the new update, it seems that I can't.

Did this work before? Yes 65.0.3325.18

Chrome version: 65.0.3325.35  Channel: dev
OS Version: 10323.9.0
Flash Version: 28.0.0.152

I think the latest version it worked was 65.0.3325.9 , not 65.0.3325.18

Should work now.  We have a different issue with Linux and tiling WMs, but that shouldn't affect CrOS.
