On screen keyboard is overlapping the login text box in tablet mode.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36
Platform: APL

Steps to reproduce the problem:
1. Boot the chrome book enter the login credentials
2.Detach the base (tablet mode)
3 lock the chrome book by using lock button in system tray.
4. enter the password again to login.

What is the expected behavior?
On screen keyboard should not hide the login text box.

What went wrong?
What do you see instead?
on screen keyboard is hiding the login text box.
Not able to see the password typing text.
Issue observed only in lock screen.

Note: issue is not observed in sign out screen.

The lock screen has a specific keyboard controller observer hooks, so I'll poke around there to see if something regressed (I did some refactoring with that some weeks ago)

I was unable to repro this with both a convertible and a detachable screen.
