Steps to reproduce the problem:
1. Set 'Show lock screen when waking up from sleep' to On
2. Select another account using the Multiple sign-in menu
3. Enter sleep on second user desktop
4. Sign in 

What is the expected behavior?
The wallpaper should still have the blurred effect.

What went wrong?
The wallpaper sign in blur will not fade to the actual wallpaper.
