Input type range not rendering when device toolbar active

Issue description
Chrome Version : 63.0.3239.132 (Official Build) (64-bit)
URLs (if applicable) :
Other browsers tested:
Safari: OK
Firefox: OK
Edge: OK
What steps will reproduce the problem?
(1) have an input type range on the page (renders correct)
(2) open up console
(3) activate device toolbar
What is the expected result?
Input type should still be visible
What happens instead?
Input range isn't rendered

This is working for me in Chrome 64 (URI is http://output.jsbin.com/cuseyar) Please try the latest version of Chrome and try again.
