Tooltips appear above other windows

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Hover the mouse over a part of a web page that contains a "title" attribute, so that a tooltip appears.

2. Cause another window (it can be another Chrome window or some other application) to go on top of the Chrome window with the tooltip. The catch is you have to do this such that the tooltip doesn't first disappear. I don't known how to repro this part. It only happens to me "in the wild" every week or so (but has for years). Keyboard attempts and even a timer attempt of "settimeout(function() { open('http://google.com'); }, 5000);" don't repro the problem, because the tooltip is removed before the window appears.

What is the expected behavior?
No tooltip is displayed over the new window on top.

What went wrong?
The tooltip for the Chrome window appears above the top-most window.

Did this work before? No 

Chrome version: 63.0.3239.132  Channel: stable
OS Version: 10.0
Flash Version: 

It appears that the z-order for the tooltip is set to be on top of all windows, rather than just on top of its parent Chrome window. That z-order setting, coupled with the problem that the tooltip is removed in most - but not all - cases when the Chrome window ceases to be the active window, causes the tooltip to intermittently be displayed when it shouldn't.

That's a standard Windows tooltip behavior, which can't be changed AFAIK.

Unfortunately, as I stated in the initial report, it is an intermittent problem that I haven'tn found a repro for. If I do, I'll add it here.

The problem is still occurring. I ran into it 3 times yesterday on Chrome 65.0.3325.181. In all cases, it was from the Slack app:

The "About" pane for a channel has sections headings such as "Highlights", that when you hover over, show a tooltip with text "Click to expand or collapse". On 3 occasions that tooltip displayed over other windows, either another Chrome window or a window or another application.

Unfortunately, I still don't know how to trigger the behavior. It happens when you least expect it.

Tried checking the issue on 63.0.3239.132 and on version 65.0.3325.181 (...as mentioned in C#7) by adding the extension https://chrome.google.com/webstore/detail/slack/jeogkiiogjbmhklcnbgkdcjoioegiknm to chrome -> clicked on icon, we didn't observe any "About" pane as said in C#7. Could you please provide a screencasst/screenshot explaining the issue, which helps us in understanding the issue and triaging it further in a better way. Any further inputs from your end may be helpful.

To get to the "About" pane, you need to install the Slack extension. Once you are signed into Slack, you can click on a channel and then on the info icon for that channel to open the "About" pane. There isn't likely anything unique about Slack. It is one source of many for providing tooltips (based on HTML "title" attributes).

These titles are the source of the tooltips that sometimes end up displaying on top of other windows. Any such title can possibly be used to reproduce the problem; however, usually the tooltip is removed when the window is deactivated. The hard-to-reproduce part is that sometimes, the tooltip doesn't get removed.

As per comment #10 we have tetsed this issue and unable to reproduce the issue reported chrome version on 63.0.3239.132 and latest stable 67.0.3396.62 using Windows 10. Attaching Screencast for reference.

Steps
 -------- 
1. Launched Chrome.
2. Enabled slack extension and logged into slack. 
3. Clicked on Channels > About >Observed Popup Observed the slack popup.
On hovering cannot observe any tool tips.

@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here.
