What steps will reproduce the problem?
1. Launch chrome, sign-in to Chrome, go to above URL and add the 'Google Hangouts' extension.
2. Right click on 'Google Hangouts' window to open context menu and click on 'Reload' option.
3. Observe.

'Google Hangouts' window gets closed.
'Google Hangouts' window should not get closed.

This is a non-regression issue seen from M-60 series.

NOTE: This issue is also reproducible on M-64 Stable/Beta (build # 64.0.3282.119), M-65 Dev (build #65.0.3325.31) and M-66 Canary(build #66.0.3335.0).
