UI elements are behind virtual keyboard when display solution is set to maximum

Spun off from b/72534400.

UI elements don't move by showing virtual keyboard only when the display resolution is set to max.

Repro steps:
1. Set the display resolution ot maximum.
2. Open Android apps.
3. Show virtual keyboard by tapping on the text input area.

Use default scale factor to calculate size of the window of VK.

To use the same value as used in Android side.
