Issue descriptionChrome Version: 64.0.3282.134/10176.65.0 Beta channel Daisy,Kip and Reks OS: Chrome What steps will reproduce the problem? (1)Sign into User -> Save any Image -> Notification is seen -> wait until Notification vanishes (2)Now click on Notifications Icon -> Again Notification is seen -> click on Expand Icon ->Press 'Tab' button until focus is on 'Settings' option (3)Again press 'Tab' button and observe Focus is not seen anywhere and now again press 'Tab' button -> Observe focus is on Downloaded Image (Please refer Video) Expected: After Focus is on 'Settings' option and on pressing 'Tab' Focus should be seen on Downloaded Image Actual: Instead After'Settings' option Focus is seen missing on Downloaded Image and on again pressing 'Tab' ,focus is seen This is Non-Regression issue seen from M-62 @yoshiki : Please confirm the Issue Note : Issue is seen on M-63 Stable, M-65 dev and on latest M-66 also
