What is the resolution here? Should the link redirect to login page if not already logged in? or make the documents public?

sshruthi@, is there a reason the linked document isn't publicly accessible? It's a Blink process which means external contributors should be aware of it as well? Context: we're linking to this from the Chromium Dash components page (https://chromiumdash.appspot.com/components) and external users can see that now.
