loading.desktop sometimes produces no values on Windows |

Issue descriptionWe've seen a few bisect jobs fail when loading.desktop doesn't produce values for timeToFirstContentfulPaint or timeToFirstMeaningfulPaint. It doesn't happen very often, maybe 10% of the time? And only on Windows, not on other platforms.
