a11y: navigating between tabs can cause original tab to become non-responsive |

Issue descriptionTwo reports from two users that appear to be connected: "Suppose I’m navigating on a site where I found something to download: a PDF document, a linux CD image, a windows executable file or whatever. As soon as the download is started, I can press <ctrl+j> to see the progression but when I go back to the tab from which I started the download, the <tab> key has no effect at all. It worked correctly before I started the download... I tried either Jaws 2018 or NVDA 2017.4 screen readers and neither show any notifications." I was unable to reproduce this behavior when I first received reports of this behavior but I am now assigning this to myself to do a deeper dive around this since we had two complaints.

This may not always be the case, but occasionally, the page changes after the download completes and the changed page does not have any anchors ... "thank you for downloading ..." I just downloaded a PDF and in my case, the page just thanked me and asked me to close the window. I download many PDF documents, so will add additional comments if I can replicate this.

Found another page where this behavior occurs: Choose any of the downloads on this page, accept and then find the download button. After saving the file, it isn't possible to navigate the original tab, i.e. I couldn't get another download. https://www.ubnt.com/download/unifi/
