Mac a11y: VoiceOver not reading DOM tree rendered in Chrome dev tools

Issue description

Report from an end user in a mailing list:

It would seem that, if you inspect an element or otherwise activate devtools on Chrome for Mac, VoiceOver is unable to read the tree view representing the DOM.

Steps to reproduce:
Insure VoiceOver is running.
Browse to any website.
Bring up the context menu for any element and select “Inspect”.
You will find what VoiceOver reads as an empty table.  Experience with … every other platform … tells me that that’s the tree structure representing the DOM.

In ChromeOS, the text in the dev tools window is read but there are still issues such as drop downs hiding code not acting as dropdowns and expanding with the space bar.
