ChromeVox voice stuttering when typing fast or logging in

Issue description

Report from a user in our mailing list stating speech is stuttering when signing in or typing fast in a browser tab.

It would be helpful to understand what studdering means.

Are some keys not being echoed? For example, when typing in a password text field, you will hear "bullet". Each key press should interrupt previous ones with little to no perceivable lag.
If typing fast, there is some lag.

It sounds similar to the sound you hear if you have buffering during a stream.

ChromeVox doesn’t keep up with me unless I slow down slightly.

The lag is more noticeable when first signing in.

Again, it seems as though ChromeVox is strying to keep up with the system.

I am using a Chromebook with 4GB memory.

I am able to reproduce this if I have a braille display plugged in when first waking the chromebook from sleep.

On the display, I see 'Password' and I start typing my password.

The bullets appear on the display, but Chromevox doesn't start saying bullet until I'm half way through typing.
