Tooltip for three-dots menu in update state should reflect that |

Issue descriptionChrome Version: 64.0.3282.99 OS: (e.g. Win7, OSX 10.9.5, etc...) OS X What steps will reproduce the problem? (1) Allow Chrome to get to a state where the three-dots menu changes to a yellow or red update warning icon (2) Hover your mouse over the three-dots menu item while in this state What is the expected result? I would expect the tooltip to read something like "Update Google Chrome". What happens instead? The tooltip says "Customize and control Google Chrome".

+spqchan@ since I see you're working on this in Issue 770745 . Don't want to dupe this to there since it's Cocoa-specific and I'm not sure if that's in scope for you in that bug.
