What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > In 'Connect to Network' screen Connect to any Wi-Fi network 
(2)Now in EULA screen press 'Tab' button until focus reaches to 'System security setting'
(3)Click on 'Enter' from keyboard to open 'System security setting' overlay -> Now click on  'OK' button -> Observe tab focus vanishes i.e. focus is not on 'System security setting' option and again on pressing 'Tab' button it starts from first

Note: 
1.In EULA screen press 'Tab' button until focus reaches 'Learn More' -> Now Click on 'Enter' from keyboard to open 'Help' Overlay -> Now close overlay and observe tab focus is on 'Learn more' link

2.Issue is seen on M-63 Stable, M-64 Beta and latest M-66

Expected: After clicking on 'OK' button in 'System security setting' overlay
Tab Focus should be seen on 'System security setting' option
Actual: Instead Tab focus vanishes and again need to press 'Tab' button for focus

This is Non-Regression Issue seen from M-62
