Non-Regression : Blink of white patch is seen at bottom of web page on after pressing 'Full screen' key

OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to any web page (Ex: go to www.flipkart.com)
(2)Go to full screen mode(Press Full screen key) -> now observe blink of white patch at bottom of webpage(Please refer Video and Screenshot)

Expected: No such white patch should be seen at the bottom of webpage after pressing F11(To convert into full screen)
Actual: Instead blink of white patch at bottom of page

This is Non-Regression Issue seen from M-62

Note: Issue is seen on M-63 Stable, M-64 Beta and latest M-66
