Issue descriptionChrome Version: 65.0.3325.31 (Official Build) Revision e78f314d5510b3d61fc4960671e23358931fec96-refs/branch-heads/3325@{#160} (32/64-bit) OS: Windows (7,8,8.1,10) Pre-condition: Enable Force UI direction flag (Right-to-left) from chrome://flags. What steps will reproduce the problem? (1) Launch chrome, navigate to https://permission.site/ (2) Click on Location, observe that Allow/Block permission bubble appears. (3) Resize the browser window to the maximum from RHS and then click on 'maximize' button and observe. Actual Result: Allow/Block permission bubble is seen misplaced. Expected Result: Allow/Block permission bubble should be seen properly. This is regression issue broken in ‘M-64’ and providing the bisect using per-revision bisect Good build: 64.0.3256.0(Revision: 513349) Bad build: 64.0.3257.0(Revision: 513642) You are probably looking for a change made after 513360 (known good), but no later than 513361 (first known bad). That flag is off in m65 and m64. I think this is a minor issue. The root cause is probably related to the anchor rect changing from the pageinfo button to to the entire omnibox. pretty sure it's the same root cause as Issue 746754 .

+cc some other folks for opinions, but I don't think we need to do anything with these - current behaviour is usable, even in these corner cases. This is maybe WontFix. See also the merged-in Issue 815123 . The anchoring is _different_ but not necessarily worse. The cause is that the anchor is now the entire omnibox, whereas it used to be just a small square within the omnibox.

I can repro in LTR by placing the window near the right edge of my rightmost monitor, then resizing from the left inwards and back out again.
