Issue description
Version: 65.0.3325.31 (Official Build) Revisione78f314d5510b3d61fc4960671e23358931fec96-refs/branch-heads/3325@{#160}(32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.3)
What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and open devtools
2. Now press 'Esc' key to open console drawer and click on 'More options' iron icon and select 'Coverage'
3. Now double click on 'URL Filter' text field and observe ghost text
Actual: URL Filter ghost text doesn't get selected after double clicking on it
Expected: URL Filter ghost text should get selected after double clicking on it
This is regression issue, broken in ‘M 61’ and below is the bisect info :
Good build: 61.0.3141.0 (Revision: 482154).
Bad build: 61.0.3142.0 (Revision: 482491).
You are probably looking for a change made after 482208 (known good), but no later than 482209 (first known bad).

Mark WontFix since it works as expected. "ghost text" is placeholder text like: data:text/html,<input placeholder="Please insert number"> Placeholder text should not be selectable.
