Issue descriptionChrome Version:65.0.3325.31 (Official Build) Revision e78f314d5510b3d61fc4960671e23358931fec96-refs/branch-heads/3325@{#160} (32/64-bit) OS: Windows(7,8,8.1,10),Mac(10.12.6, 10.13.1, 10.13.3), Linux(14.04 LTS) What steps will reproduce the problem? (1)Launch chrome and bookmark 2-3 webpage, click on 'restore down' button. (2)Resize browser window from R.H.S,click on 'organize' iron icon and click on 'maximize' button (3)Now again click on 'organize' button and 'restore down' the window,observe bookmarks toolbar. Actual: Bookmarks toolbar appears to be chopped after clicking on 'restore down' button of browser window. Expected: Bookmarks toolbar should appear properly after clicking on 'restore down' button of browser window. This is a regression issue broken in 'M65' and below is the manual bisect info Good Build: 65.0.3325.18 Bad Build: 65.0.3325.31 Note: Issue is seen on latest canary version 66.0.3334.0(Official Build)

Update : Verified this issue on Windows (7,8,8.1,10),Mac(10.12.6, 10.13.1, 10.13.3) & Linux (14.04 LTS) OS with latest canary build #66.0.3336.0(Official Build) and the issue is fixed. Kindly review an attached screen cast. Thank you!
