What steps will reproduce the problem?
1. Launch chrome, navigate to above test URL and click on ‘popup (delayed 2 seconds)’ button.
2. Click on ‘Pop-ups Blocked’ icon in omnibox and hit Tab key to bring focus on URL entry. (Blue underline appears below URL)
3. Now click on ‘Always allow..’ radio button using mouse and observe the blue underline below URL.

Actual Result : Focus underline does not dismiss after clicking on radio button.

Expected Result : Focus underline below URL should go away and focus ring should be seen on radio button upon clicking.

This is a regression issue broken in ‘M-61’ and providing the bisect using ‘per-revision bisect’ script :
Good Build : 61.0.3142.0 (revision : 482492)
Bad Build : 61.0.3143.0 (revision : 482834)

You are probably looking for a change made after 482734 (known good), but no later than 482735 (first known bad).
